The purpose of the present guidebook is to demonstrate that quality management and certification schemes through EnMS for improving energy efficiency, renewable energy, integrated energy/climate planning and management can capitalise on synergies and scale in the public sector to benefit LAs and their stakeholders, in particular those related to the Covenant of Mayors for Climate and Energy (CoM) like Signatories, Supporters and Coordinators.
